Workstation Usage Policy Adopted January 2005
(revised May 2007)
As part of our mission to help members of the community
meet their educational, cultural and recreational needs, Lilly Library makes
computers available for public use. Use of the computers, as with other library
materials, is free of charge. Any restrictions on the length of time an
individual may use a computer will be clearly posted. All parts of this policy
will be subject to periodic review and revision as needed.
1.
Who can and how to use the computers
Upon presentation of a valid and active library card,
any individual can use the computers at Lilly Library.
Internet workstations are available on a walk-in basis.
Users are required to sign-in at the beginning of their session and leave
their library card with the Librarian at the reference desk until the session is
over. Sign-in log sheets are used for controlling the length of time
patron is using the computer and for statistical purpose only. Sign-in sheets
are discarded on a monthly basis. Session time is 1hour (or longer if no
one is waiting for a seat). Library reserves the right to limit the number
of sessions per day per individual if there are too many users waiting for a
seat.
No more than two persons per workstation.
This restriction is to limit noise and disturbances around the computers and
respect other users during their sessions. The library does not take
reservations.
Due to the library’s concern in keeping the
computer area quiet and other difficulties with earphones in working order,
earphones are no longer available. Patrons are welcome to bring their own
earphones.

What the computers can be used for
The computers can be used for information and educational
purposes, accessing electronic databases, and using CD-ROMs and other software
held by Lilly Library. All individuals using the computers must observe
copyright and communication laws and others' right to privacy. Illegal
activities or any other activities intended to disrupt computer or network
services or equipment are prohibited. “Illegal activities” are defined by
applicable local, state, or federal law and will be subject to prosecution for
violation.
Individuals are reminded that the Internet workstations are
located in a public area, which is shared by patrons of all ages and
backgrounds, and are asked to be sensitive to others when accessing potentially
controversial information and images.
Computer stations are protected to insure the security and
integrity of the software already installed. Patrons cannot install their own
software. Library computers cannot be used to distribute
unsolicited advertising, or for any ongoing activity that results in commercial
gain for the user.
Printing is allowed from designated computers, for a fee of
$.10 per page. The fee will be clearly posted.
Computers designated for access to library catalogs (OPAC)
cannot be used for any other purpose.
Chat rooms and instant messaging are allowed only for
educational purposes by patrons who are participating in long distance learning
or using 24/7 reference services. The following activities are not
allowed under any circumstances: installing or using games or any other software
owned by the patron, or changing computer settings.
3. Special notes on Internet usage
Due to the nature of the Internet, Lilly Library cannot
ensure the availability, accuracy, accessibility, or even appropriateness, of
all electronic resources. Patron (not the Library) makes individual choices and
decisions while using the Internet. Patrons under 18 years of age shall comply
with all age restrictions governing access to specific sites as limited by the
content provider.
Lilly Library uses Internet filters only on
workstations in the Children’s room and on computer stations for Young Adults
in order to restrict access and protect persons from information found
individually offensive, except as provided by law. As with other library
materials, restriction of a child’s access to the Internet or other programs is
the responsibility of the parent or legal guardian. We expect parents who
are concerned about their children’s use of electronic resources to provide
supervision and guidance to their own children. Other workstations on the second
floor are protected from vandalism and other attempts to use the library’s
computer for uses that may change settings or damage the computer.
4.
What happens if this policy is violated
All violations of law will be reported to the proper
authorities.
Other violations will be reported to the Director. The
first instance of a violation will result in a warning for the patron. Repeated
instances will result in a patron’s computer privileges being revoked for a set
period of time. Extreme cases may result in more severe consequences (up to and
including the revocation of all library privileges). The Trustees must approve
any restrictions or discipline decisions before taking effect.
5.
What help staff will provide
The goal of Lilly Library is to maintain a friendly,
helpful and welcoming environment. Our staff will gladly assist patrons in using
electronic resources to pursue their intellectual, recreational or educational
interests. However, we are not able to provide specialized computer training on
a one-to-one basis, and at busy times there may be a limit to what assistance we
can provide to individuals without neglecting other patrons.
